Exporting Basmati to the EU: Pesticide Residue Limits (MRLs) Explained

What Is an MRL?

A Maximum Residue Level (MRL) is the highest amount of a pesticide legally allowed in a food. In the European Union, MRLs are set under Regulation (EC) No 396/2005 and apply to every consignment placed on the EU market, including basmati rice from India.

Why the EU Is So Strict

• Where no specific MRL exists for a pesticide, the EU applies a default limit of 0.01 mg/kg, close to the lowest level a laboratory can reliably measure.

• Several fungicides used in paddy fields have very low limits in the EU. The best-known example is tricyclazole, a blast-disease fungicide whose EU limit for rice was cut to 0.01 mg/kg in 2018. That change caused many Indian basmati shipments to fail EU checks.

• EU countries test imported food, and failures are published through RASFF, the Rapid Alert System for Food and Feed. A rejection can mean destroyed or re-exported goods and a damaged reputation.

How Exporters Comply

• Farm-level control: buying paddy from farmers who follow approved spray schedules and avoid restricted chemicals. Some state governments, such as Punjab, have also restricted certain pesticides on basmati to protect exports.

• Lot segregation: keeping EU-bound paddy and rice separate from regular stock.

• Testing: multi-residue testing of each lot at an accredited laboratory before shipment.

• Traceability: linking every lot back to its paddy source and its test report.

What Importers Should Ask For

  • A residue test report for the specific lot, from an accredited laboratory.

2. A broad multi-residue screen covering several hundred pesticides, with attention to fungicides and insecticides commonly used on paddy.

3. A contract clause that the rice must comply with current EU MRLs at the time of import.

4. Sealed retained samples from each lot, in case of a dispute.

Not Just the EU

The UK sets its own MRLs, and the USA has a separate system: the EPA sets tolerances and the FDA enforces them at import. Where no US tolerance exists for a pesticide, any detectable residue can lead to refusal. That is why residue-compliant basmati is now treated as a separate product category.

This article is general information. MRLs are updated regularly, so always check the current limits before contracting.
