Basmati Rice Export Documents: A Checklist for Importers

Why Documents Matter

For an importer the paperwork matters as much as the rice. Missing or mismatched documents can hold a container at port, add demurrage charges or block payment under a letter of credit. These are the documents that normally travel with an Indian basmati shipment.

Commercial Documents

• Commercial Invoice: product description, quantity, unit price, Incoterm (FOB, CFR or CIF) and total value. It must match the contract and, where used, the letter of credit exactly.

• Packing List: number of bags, bag size, net and gross weights and the marks on each bag.

• Bill of Lading: issued by the shipping line; it is the receipt for the goods and the document of title. Check the consignee, notify party, port of discharge and container numbers.

• Insurance Certificate: needed when the seller arranges insurance (CIF terms).

Origin and Regulatory Documents

• Certificate of Origin: confirms the rice is of Indian origin. A preferential certificate can reduce import duty where your country has a trade agreement with India.

• APEDA registration: Indian exporters register basmati export contracts with APEDA (Agricultural and Processed Food Products Export Development Authority). This is the exporter’s job, but it confirms the shipment is registered basmati.

• Phytosanitary Certificate: issued by India’s plant quarantine authority, confirming the rice meets the importing country’s plant-health requirements.

• Fumigation Certificate: confirms fumigation of the cargo where the importing country requires it.

Quality and Safety Documents

• Certificate of Analysis (COA): lab results for the lot, such as grain length, broken, moisture, purity and admixture.

• Pre-shipment Inspection Report: from an independent agency such as SGS when the buyer or the letter of credit asks for it, covering quality, weight and packing.

• Pesticide Residue Test Report: essential for the EU, UK, USA and other markets with strict residue limits.

• Health Certificate: required by some importing countries for food products.

• Halal Certificate: often requested for Middle East and Southeast Asian markets.

Before You Sign the Contract

  • List every document you need in the contract, and in the letter of credit if you use one.

2. Check your country’s import rules; some require an import permit or registration before the rice arrives.

3. Agree who pays for inspection and testing.

4. Ask for draft copies before the originals are couriered, so any mistake can be corrected early.

Requirements change from time to time, so confirm the current rules with your customs broker before each new contract.
